The Baby STEPS to Stronger Big Island Families Initiative is a program of Friends of the Future. The Initiative, and particularly the Baby STEPS Council that advises it, are the anchors for early childhood efforts on Hawaii Island and have been since 1997 when Good Beginnings Alliance (GBA) was enacted through state legislation.
